We don't recommend it (it's more work and more expensive than the Max plan). And it needs to be run on real hardware (docker / VMs are not permitted). However, if you're determined to manage all of it internally you could.
If you're talking about the floating license server (TurboFloat Server), yes, you can run that locally.
