Customer can't run TurboActivate.exe as an administrator

A customer is trying to run TurboActivate.exe 4.4.4 either normally or as an administrator (Right-click then “Run as administrator”), yet it complains that: “TurboActivate must be run with elevated privileges (i.e. as an admin user) in order to activate.”

Is that a known problem ? What could be done to troubleshoot this ?
