Does TurboActivate.exe have the capacity? (Small numbers of customers would like this capacity. So we do not want to develop an application for it.)

Nope. Just from the API. The Wizard can do online verified trials. And online / offline activations. That’s it.
Just create a simple dialog and use the API.
