I keep getting OpenSCManager failed (5) when activating floating serverAnswered

For a long time our server app was running fine.  Then we changed some features on the license and updated it to have latest turbofloat DLLs.  Since then,  it's been having problems. My steps were: 1) I killed the old process 2) copied over the new floating server DLLs and EXE.  3) then activated with TurboFloatServer.exe -a="my license key".  That worked fine.  But when I execute the TurboFloatServer.exe -i, I keep getting <error>: OpenSCManager failed (5)
