Does it return anything if the Pkey already matches an existing activation, whereby the number of activations does not increase?

I was looking for a way to distinguish between the two. If that feature is not present, may I make a request for it to be added?

Yes, if the customer successfully activates or re-activate then TA_OK is returned. I can't see a practical benefit of showing a different message if a user uses an existing activation to re-activate.
