Solved in an email. The end-users needs:
(a) the latest TFS (older versions of TFS didn't support deactivation).
and
(b) they need to stop their instance of the TFS first.
A client is currently attempting to deactivate there server using TurboFloatServer.exe -deact in an elevated command window.
When they attempt to do this, they get the error messageYou can only run one instance of this floating license server at a time.
Any suggestions?
