Reading activation response file from a filestream

We intend to use the licensing system for offline activation of SharePoint intranet application (mostly operating on sites without access to the internet).

Currently, it seems TA_ActivateFromFile() can only read the activation response file from disk. For this to happen, we have to put our SharePoint application in Full Trust mode in IIS, which is often frowned upon by sysadmins.

Is there an option/method to read an activation response file from a Filestream?
