I've had several people tell me that they click check for updates and apparently the updates were downloaded. That's it. Then they restarted the application. Clicked check for updates and then got the Install updates now menu. Once that was clicked the update installed. I'm wondering what condition caused that many steps.

My point was that there was many steps. It checked for an update, downloaded, then after clicking install now it seems to process ok then nothing. Restart the app and install now is still an option so click it again. Then it works. I have this in a secondary window. Does it have to be on the applications main window?
Yes, the AutomaticUpdater must be on the application's main window. See: https://wyday.com/wybuild/help/automatic-updates/automatic-updater-for-your-.net-app.php
