I would like to know , what happens,if for a certain payment plan, the number of verified trials exceeds the limits of this plan.
Does it automatically switch to the next plan, even if the activations limit has not yet been reached?

Yes, like product keys generated by the web API, if you exceed the total verified trials for the plan you'll automatically bumped to the next highest plan.
