i need to activate the product and install that as a service

using TFS in VM will that be possible

Answer

Edit the product key. Click allow VM activations. Click save.

Re-activate the TFS.

Before activation itself i have allowed VM activations but still i am facing the issue

Look at the product key you're using in LimeLM. If it has a red box saying “Don't allow activation in VMs” then you've configured it “correctly” (for your needs – incorrectly for what you should allow).

If it doesn't say that, then you didn't actually save your changes. You need to edit it and then save your changes.
