Have followed the steps and enabled all network adapters even though facing error

Yes, network adapters need to be enabled even if you're doing offline activation.

We've had this same issue reported by a customer (for the first time). We've started him jumping through the hoops of drivers etc, but in the meantime I'm curious - why does turbofloat care about other disabled adapters when it's just trying to take out a lease? I could understand it when activating, but when connecting to a server there can't be any worries about hardware hashes etc, surely?

Because TA / TF take a fingerprint of the machine using components of the hardware. If parts of the components are broken it can't take an accurate fingerprint.

It doesn't matter if the customer is pushing traffic through that device or not. Covered extensively in our help articles.
