user initiated deactivations

In the scenario where a user wants to deactivate a computer but no longer has access to that computer, is there a solution besides us manually going into Dashboard and revoking the license?

Assume they have a single activation license.Then their laptop is stolen.. They want to install on their new laptop and deactivate the old stolen one. Can this be done by the user somehow?
