That's partially correct. The TurboActivate wizard -- which is a completely optional pre-built activation wizard we made -- doesn't support RTL languages as of version 3.3.4. However, you don't need to use our TurboActivate wizard. You can use the TurboActivate library to make your own wizard. It doesn't need to be complicated -- most of our customers just make a simple form with a textbox and an "Activate" button.
So, TurboActivate *does* support RTL languages, but the TurboActivate wizard *doesn't* (currently) support RTL languages.
