TFS activation on VMAnswered

We're using Turbofloat in our product. Our client wants to run the Turbofloat Server on a virtual machine. If I understand your articles correctly, that would mean they can copy the VM with the server and create a new pool of licenses for free. Turbofloat is designed to handle virtual machines but the server has to run on a physical machine, right?
