Actually I'm not sure if it's even getting to that step.
When I log into my Paypal Sandbox account, it says the payment is "Unclaimed". Is that right?
I set up my Paypal Sandbox and purchasing appears to go smoothly, however my payment_debug.log says:[08/03/2012 1:13 PM] - FAILURE :Invalid payment_status: Pending
And no product key is emailed to me.
I'm guessing that this is because I have the free plan and I've used all my activations. Is that correct? I've been waiting to purchase a plan until my product goes live, because I don't want to be generating a lot of keys that I won't actually use.
Can someone verify that this is what's going on?
Thanks.

You've got to correct the settings in your PayPal sandbox to automatically accept new payments. See: paypall IPN always return payment_status: Pending on sandbox?
Actually, I realized I was using the wrong type of Sandbox - buyer instead of seller. When I create a Sandbox as a buyer, it works.
So finally I did get it to the point where I got this message in the log:Failed to generate product keys: (111) You have no more activations left in your Free plan
Which makes sense.
So I have two questions:1) If I sign up for the Solo plan, and I test activation in the Paypal Sandbox 300 times, does that mean I have to sign up for the next plan already (Basic)? Or can I delete keys so that my activation count doesn't grow while testing?
2) When I reach the limit of a certain plan (300, 1200, etc), is my account auto-upgraded? I'd hate for a customer to not be able to purchase a key if my limit is reached while I'm not looking.
Sorry, in the first line there I meant, when I create a Sandbox as a *seller*, it works.

You can delete product keys in the paid accounts. (You can't in the free account, as you've already seen). So just delete any test keys you make.

The Auto-upgrade is being implemented soon. Right now we just send you an email before you hit the limit.
Ok so just to be sure I understand, the total activation count is reduced when a key is deleted?
Yes.
