Desktop Shortcut icon visible to admin but not users

My application has a shortcut in the Common Desktop. Updates are run under the Administrator account. After our latest update, the shortcut shows the icon while logged in as Administrator, but when I log under our normal user account, the icon is not shown, just the default shortcut icon. The shortcut properties has the icon and shows it as selected. I think I'm having a permissions issue but I cannot be sure. This hasn't happened on any previous updates we've done. Any help would be appreciated.
