updater like windows updater

so what i want to do is have a app that will run in the background all the time looking for updates so when i pass a update to wybulid something like this happens

and once clicked it will start the update process ( or when you start up the app if you miss the pop up display it will start when you start the program ) is that possible at all been trying to find a way of doing this for while now but i have no idea how to get this to happen because it would be nice to be able to make a app and have a background process running looking for updates once they are found it shows that notification is that possible at all with wybulid ?
