TurboFloat Offline Deactivation Issue

I’m having a couple of issues with TurboFloat Server. 

My System: Intel(R) Core(TM) i5-8500T CPU @ 2.10GHz   2.11 GHz, Windows 10 Pro 64 bit processor.

Turbofloat exe Version- 5.0.2.0

I'm currently testing TurboFloat activation/deactivation commands in CMD before integrating with my application.

  1. Offline Deactivation Not Reflecting
    • I have activated the TFS offline and I can also see is activated in LimeLm dashboard. I ran the deactivation command:TurboFloatServer.exe -deact="C:\Location\To\OfflineReq.xml"  
    • The file (OfflineReq.xml) was created, and the logs say "Deactivation request file saved successfully", the license still shows as active.Am I missing a step here? Do I need to manually upload this file somewhere?

     2.  I tried reinstalling TFS using TurboFloatServer.exe -i, but it gave me an error (even though the service is still running). Is this normal? 

     3.  My account overview shows "60 floating licenses"—what does it mean?
