I am migrating about 500 customers over from Sharify where each enjoyed a 3 activation limit before. If I import them into LimeLM and allocate them each 3 activations, but they never use some of them, am I billed for 1500 activations, or the *actual* amount of activated machines?

The "allocated" activations is the activation count.

Yes, when you delete keys the activation decreases by the "allocated activations" amount for the account.
